AB 2143 requires that all Prime Contractors and Subcontractors provide a digital copy of certified payroll records at least bi-annually, on all eligible projects. Although the statute submission deadlines are July 1st and December 31st of each year, SURGE offers the added flexibility to report more frequently (i.e., monthly).  This option is highly recommended by the SURGE Support Team.  

Below are the reporting deadlines for 2024: 

• Monday, July 1, 2024, at 5:00 pm (PST/PDT): Submit certified payroll records from January 1, 2024, to May 31, 2024.  
• Tuesday, December 31, 2034, at 5:00 pm (PST/PDT): Submit certified payroll records from June 1, 2024, to November 30, 2024. 

 Before uploading copies of your certified payroll records, please ensure you have completed the following:  

1. Contractor Registration: All prime contractors and subcontractors are required to register as a contractor on the SURGE Compliance Portal.   Upon approval, contractors will receive a Contractor Identification Number (CIN).  Your CIN will be required during the Payroll Submission process.  
2. Project Registration: Prime contractors are responsible for registering eligible projects on the SURGE Compliance Portal. Upon approval, prime contractors will receive a Project Identification Number (PIN). The prime contractor will provide all subcontractors with the assigned PIN. Prime contractors and subcontractors will need the PIN to complete the Payroll Submission process.
